As you open up Times, the reader is able to denote from the text, as it is highlighted in bold and equipped to a large font quoting " Fee-paying schools - save the taxpayer 20 billion " -  Government with private schools and taxpayers, which will focus on older/wealthier parents which send their children to private schools 2) List the other news stories and kickers on the front page of the Times CSP edition.
